The Administrator of Personal Care is responsible for strategic leadership, program development and implementation, and overall administration of Personal Care Services in accordance with community and resident needs, government regulations, projected industry changes, and WEL policies and procedures.



Essential Duties and Responsibilities:

  • Develops both long term and short term strategic plans to ensure overall growth and development of Personal Care Services within Wesley Enhanced Living
  • Preparation and management of annual Personal Care functional budgets to ensure effective and efficient stewardship of WEL fiscal resources.
  • Develops appropriate staffing levels and ratios for Personal Care functions. Maintains position control for function.
  • Maintains compliance with federal, state, and local regulations and WEL policies and procedures.
  • Completes and submits required reports, including responses to Department of Public Welfare audits and reviews, in a timely manner.
  • Develops standards of quality, clinical excellence, resident safety, resident satisfaction, and staff engagement for the personal care function.
  • Develops reporting metrics on quality standards and satisfaction levels and publishes results on a quarterly basis.
  • Conducts on-going meetings to reviews resident assessments and other resident status changes and updates with Nursing, Social Services and Rehabilitation staff.
  • Maintains and updates knowledge of prospective changes within the Personal Care/Assisted Living industry both within the Commonwealth of Pennsylvania and throughout the United States.
  • Takes an active role in local and regional Senior Services professional Associations.
  • Provides on-going and timely communication on resident status with families and/or resident support systems to promote positive and informed relationships.
  • Establishes outreach and education efforts throughout the community to promote a better understanding of Personal Care services.
  • Establishes outreach efforts in local colleges and secondary schools to develop opportunities to promote employment opportunities within Personal Care.
  • Directs the clinical operations and supervisory activities of the Lead Nurse and the clinical staff, evaluates adherence to performance standards.
  • Develops a schedule of staff educational opportunities including in-services, equipment/technology training, continuing education, and membership and/or certification in Aging and Geriatrics.
  • Works with Lead Nurse to ensure that staff is provided with developmental assignments and opportunities for professional growth.
  • Maintains confidentiality of all resident and staff personal or health information.
  • Performs other duties as assigned.


Related Experience: Minimum of 5 years Administrative Management of a Personal Care/Assisted Living, Skilled Nursing or Long Term Post Acute Care program required. Expert knowledge of current Pennsylvania Personal Care regulations as well as proposed Pennsylvania DPW changes to Personal Care/Assisted Living models. Successful implementation of redesign of program operations, strategic planning, expansion of services, and/or development of service models within a Personal Care/Assisted Living, SNF, or LTAC model.


Education or Degree Requirement: Minimum BS in Health Care Administration, Human Services, Licensed Practical Nurse, Registered Nursing or related field with Masters level degree in related field strongly preferred.


Licenses, Certifications, Registrations: NHA or PCA credential required.
