The Human Resources Manager performs a full range of HR Generalist responsibilities and services, and also manages the transition of a traditional Human Resources operation fixed in tactical day-to-day transactional activities (reactive) to one more focused upon the proactive strategic positioning of Human Resources to influence the culture and more significantly contribute to the management of the facility.  Aligns Human Resources programs and processes, not just to impact organizational effectiveness, but also to assist in managing change and shaping an organizational culture which enhances quality-of-worklife for our employees. 


Human Resources Manager essential duties and responsibilities include, but are not limited to:


  • Provides professional consultation and support to the community management team and employees in areas such as: Wesley Enhanced Living (WEL) human resources policies and practices; federal and federal labor law and regulations; recruitment, hiring and on-boarding process; performance management; employee relations; benefit administration; compensation administration; unemployment compensation; workers compensation; HR organizational effectiveness. This role will partner with management to drive employee engagement and high performance across the community.
  • A key leader guiding management strategies toward continuous improvement of HR related initiatives, employee growth and development ensuring that local leaders, management, and employees have effective and accessible Human Resources advice, guidance and solutions. 
  • Provides guidance to supervisors and managers in resolving employee relations issues; provide coaching to employees and recommending appropriate corrective action for behavior and performance improvements. Advises managers/supervisors on investigating complaints and concerns relating to employee performance and/or conduct.
  • Coordinates community recruitment activities with the Corporate Talent Acquisition and Retention Manager. Reviews all internal and external applications to ensure that they meet minimum requirements of the position. Conducts a thorough screening and forwards appropriate candidates to hiring manager. Communicates verbally with internal candidates not selected for transfer or promotions, paying special attention to maintaining positive employee relations with all involved in the employment process. Coordinates on-boarding process to ensure a positive experience for new employees while ensuring compliance with internal policies and external regulatory requirements. 
  • Represents the community at Unemployment Hearings and Workers Compensation. Collects and prepares materials which will be submitted as evidence and prepares testimony for the hearing. Assists managers in preparing for the hearing. Accompanies manager to the hearing and provides witness testimony on behalf of the community.
  • Supervision and development of HR Coordinator
  • Partners with Executive Directors and community managers to execute employee development strategies. Effectively present critical HR information with audiences at different levels including but not limited to executives, community managers and all WEL employees. 
  • Ensures compliance with all applicable labor and employment laws; handle audits inspections and other inquiries from regulatory agencies, as needed.
  • Ensures the people-perspective is represented in business decisions so implications are understood and the workforce is proactively managed


Related Experience: Minimum five years experience in a Manager or Director level Human Resources position. Experience in business process redesign, change management, systematic approaches to creative problem solving, talent acquisition, and employee development and retention programs will be very helpful. Experience with ADP Workforce Now HR/Payroll platform is helpful. This individual must be able to speak and read the English language in an understandable and professional manner in order to communicate effectively with employees of all levels outside agencies, legal counsel, volunteers and the public


Education or Degree Requirements: Bachelors degree in Human Resources or related field. Will consider extensive experience (5-10 Yrs) in HR leadership role


Licenses, Certifications, Registrations: PHR or SPHR Certification is desired
